In presenting a case to the jury, actions prove the intent. and the actions of the FBI clearly prove the intent before the election was to support HRC and after the election to run Trump out of town.
There is tremendous overlap with other federal agencies with jurisdiction on many title 18, USC, the federal criminal code. The Bureau used to consider Congress as their #1 customer as Congress was their sole source of funding.

Either Comey is grossly stupid or is telling a lie when he said that he did not know Abedin/Weiner marriage. So Trump was correct in firing Comey for either reason.
