I like the 20 day rule, maybe even make it 2 days instead. Return every caught illegal immediately. If you want asylum, you should ask Mexico.

Canada will not process asylum claims if the seeker has traversed a third country. In other words, unless you land in Canada by boat or airplane, you are denied asylum. Trekking through the USA disqualifies you immediately.
