In truth, I believe Congress thought Strzok would resist the subpoena. He is calling their bluff, knowing that he will be able to make them look utterly foolish, a la Ollie North.
Unfortunately for Strzok, he doesn’t have the Marine uniform and medals to cover over a multitude of sins and a sleeping wife behind him.
