O’reilly is incorrect. Horowitz doesn’t have to explain anything. He was required to document facts. If the fact is a smoking gun, someone else will have to explain/act on it.
Horowitz will say that the recomendations and summery findings in the report were edited by #[[[[rr]]]]#
