The press is saying there was no political bias.
What the IG said is that he couldn’t be certain that the political bias led to wrongful doings.
The IG said there was no direct evidence (in writing) that specific decisions were made under the influence of bias, but there was plenty of evidence of bias, period.
Careful parsing, imo. But probably accurate.
Also, imo, executive summary heavily edited by Rosenstein et.al. Spin city. But the body of the report is definitely damning. Lots to plow through.
If we had an AG, I'd say that was a matter for the courts to decide. There was bias, there were wrongdoings - it's up to prosecutors to evaluate intent and make the call regarding criminal charges.
Sessions will probably use this as an excuse to shrug it all off.
