Hoover collected data on every major player in DC so he could manipulate people. He was a swamp creature that no one could touch.
After he died representatives from both the major political parties went into his private residence and removed box after box of records, presumably incriminating data.
Then it’s impossible that the FBI earned its stellar reputation under Hoover’s direction.
