Exactly. We probably have 10 investigations going on, aside from Mueller's fiasco. Nothing happens except a report which leads to further investigations and more reports. Eventually the statues run out & conveniently for them, nothing can be done about it.
The end result is fodder to be used against their opponent in the next election. Nothing concrete. Just a lot of hot air.
