They will blame it on Kims father who told them the rest of the world was in worse condition then they were. And most of the nKorean are not starving...though many just getting by...they are ready to move forward as Kim had been improving their lifestyles for a few years now. He allowed the black markets to function so the people could at least eat and trade the basics....and as some progressed so did their lifestyles.

The sanctions shut down everything pretty fast and hard....and that is primarily why Kim folded his hand. He could go no further....but to get the generals and oldsters to do likewise were the ‘barriers’ preventing the talks of this past year from progressing. As we now know those people were finally eliminated.
