Because they didn't. The same source that the Washington Times used - South China Morning Post - and which said the missiles were removed on June 3rd was reporting yesterday that the missiles were back. Assuming they were ever removed to begin with.

The sanctions stay until the deal is completely verified. The nuke tests have stopped as well as the missile launches. The war games have always been viewed by Trump as being overly costly.
