Could we open up a new base in the Philippines or dare I say it Vietnam?

LOL! No. Both countries kicked us out, neither one wants us back. If we pull out of Korea then the only place for them is in the U.S.

...we need to re-assure our regional allies we are not letting them twist in the wind.

Or maybe we are? The President has been quite clear on his belief that Europe and South Korea and Japan need to defend themselves. He was quite vocal on the cost of the joint military exercises; I don't doubt he's more concerned with the overall costs. I think we'll see troops out of Korea, and possibly out of Japan as well.

That would be abandoning our allies. I don't think that's going to happen and it would not be a good thing. Our southeast asian allies are a lot different than our western European allies. They want us there, they are not jerking us around and they are not disbanding their military, rather they are ramping up their military. They are much better strategic partners than our Western European allies. We need to work with them and our Central European allies, real allies not Angela Merkel type allies.
