Prior to the implementation of the internal revenue code, TARIFFS were the primary source of US revenue. Of course, that was a much different world back then.

It should be stressed that at the Founding there was no other way to fund the federal government than thru a tariff. Now even with a 100% tariff there would not be enough to build a nuclear submarine much less the whole military.

Also to be considered is the fact that our economic structures had been totally warped by the Colonial System and needed a tariff to achieve a more natural economy.
