His idea of helping the poor is simple: tighten the labor supply, especially, the labor supply on the lower end. This can be done by stopping illegal immigration and slapping tariffs (making cheap overseas labor unattractive.)
No need to expand social programs. Just let them earn decent money, and many problems will solve themselves.

That's the entire key. And the rich elites hate it because they have to pay more to have their lawn mowed or the pool cleaned whereas us middle class guys will do it ourselves or maybe give that opportunity to a kid in middle or high school.
Some of us are even old enough to remember doing this kind of stuff to earn money when we were pups.
