Have Vice President Pence chair a Senate floor session. He is the President of the Senate, so he rules. All he has to do is rule the Senate Adjourned and in Recess.
With the Senate in Recess, President Trump can then fire Sessions and Rosenstein and appoint someone as the Recess Attorney General and someone as the Recess Assistant Attorney General until the end of the Senate session, which will be sometime this December, I think.
Then he would have a problem, but maybe he will have a solid majority of Republicans who will approve new selections for this two positions in January 2019.
