Most of the 'fixing' of the investigation in Hillary's favor involved investigatory and prosecutorial decisions.
Such as deciding whether or not to seize evidence. Whether to grant immunity for nothing. And whether or not to charge Hillary.
So don't expect the report to criticize the DOJ/FBI for corruptly 'fixing' Hillary's case and not charging her.
The IG already told us, they're not going to second guess DOJ/FBI on whether or not Hillary should have been charged with a crime.
That's why this long IG report process has been, for the most part, an effort to delay things and distract from the fact that no special counsel was appointed many months ago to investigate the obviously crooked way the DOJ/FBI handled the 'fixing' of Hillary's crimes.
Sessions has recused himself from anything to do with Hillary's campaign. It seems clear that he considers that to include the question of whether crimes were committed by the DOJ/FBI in declaring that she is not a crook her during the election season.
Most congressional Republicans will be happy with the whitewash. They never really wanted to see anyone held accountable. They too like the Swamp the way it is.
