No recess, no recess appointments.
Wrong way to look at it. The Senate NEVER goes into full recess to prevent any president from recess appointments. Obama tried this and the R senate had a “pro tempore” status in which just one senator needs to be there to stop any recess appointment.
McConnell is using this to force all of the judges through.
But even without the judges, it is unreasonable to think that any Majority Leader will voluntarily reduce the power of his institution by allowing recess appointments. It’s just the way of Washington, forever.
