Constitutionalally speaking, Pence as President of the Senate could theoretically put the Senate in recess so Trump could make a recess appointment. Don’t know if this has ever been done but it seems the Constitution would allow for it.

My first thought was McConnell is doing this to stop any recess appointments, like, say, a new Attorney General.
