For we have good satellite intelligence of all of his dachas and we also have adequate SIGINT, ELINT and sat monitoring 24/7 (and maybe even human assets on the ground) to know where Fat Bastard is most of the time. It is the aspect of clear ground photos of these facilities that helps in targeting them for destruction. I am sure they are being gone over in great detail at CIA and DIA.
