If the agents were working for the FBI in a foreign country then they were not working legally. They would have had to be CIA assets.

The FBI has MANY agents, other employees and assets in many foreign countries. And the FBI is very active in those locales. They do coordinate and liaise closely with the CIA and foreign intelligence and police agencies.

Criminals have crime ‘hierarchies’. Any agent willing to attempt to overthrow a duly elected President would not have a problem breaking lessor laws.

Also it's unlikely Brennan, Clapper, Comey et al started off at a level where they thought it was within their rights to nullify the votes of millions of Americans.

If you catch a person taking a hundred thousand dollar bribe, you know this: that person has been taking bribes for a long time. No one starts ‘at the top’... incremental degradation of the soul... corruption's a gradual process.

A man who's unfaithful to his wife the first time sweats it for months ... the 50th time he doesn't give being unfaithful a second thought. This is the same. There's a process to corruption. That applies to Brennan, Clapper, Comey, and random FBI agents. People aren't born dirty... either are law enforcement folks. It's a process.
