I have, yet another, dumb question: Why does the USN want to put a smaller (and presumably less capable) deck gun on its frigates?

Why does the USN want to put a smaller (and presumably less capable) deck gun on its frigates? It's only 76mm, but it can fire at 120 rounds/min. It can fire guided DART shells, which can be radar-steered into oncoming anti-ship missiles as well as small boats.
