No, not wrong, this is something entirely different than a recess appointment. Trump can appoint an acting AG who can begin serving immediately pending confirmation, so long as they have already been confirmed for some other Executive branch position.

And of the few Trump appointments that have been confirmed by the senate, who could step in and head the doj? Unless a judge could be put in that position, there is no one that I know of.
