Wrong, the senate would have to be in recess for Trump to make that kind of appointment. mcconnel has not put the senate in recess since Trump became president. Can the Senate President (VP Pence) walk in, rap the gavel and pronounce the session adjourned?

I'm not an expert on the subject. But I believe any single senator can object and force the issue...no one has.
