Rubio’s ass is hangin’ way out on this one because he was involved from the get-go. No surprise he would parrot the Brennan-Clapper-Yates party line.

My quick answer to your question would be, Rubio has terrific political instincts and is quite glib, but in the end, he’s not all that smart. Not an unusual combination for a politician.
