Children born to a US citizen father serving in the US military overseas/any foreign country and to a mother who is also a US citizen are natural born. After WWII the US had a large number of military types who were above a certain pay grade and on 3 year tours in countries like Germany. They were authorized to bring spouse and family. McCain’s father was stationed in Panama.
