If we had an Attorney General he or she would be prosecuting the former AG for Contempt of Congress.
Sadly though, we appear not to have anyone filling that role.

I don’t think that is actually possible. Contempt charges can only be prosecuted as long as the defendant is actually capable of complying with whatever demand lead to the contempt charge. Since Holder is no longer a government official, there is no way he could comply with Congress, so you can’t hold him in contempt any longer.
