I think you're right - the guy is still falling but pointing his gun at her. I have no idea on training methods, but it seems that a double tap and a third shot is fairly common. I'm guessing that her training just took over. With a gun pointed at you the entire time I would think so.

It's easy to watch a video several times and think things through. “Well, at that range and with that first good shot right to the chest, it is probably %85 odds that the injuries to his heart and lungs would have incapacitated him, and no further injury was necessary to stop him.”

Probably one of the reasons why cop cameras are frowned upon by some cops. A lawyer could sure spin that tale to a jury.
