Maybe because it’s not an investigation but a lynching. Also because it has been to long and to expensive. Possibly because Mueller has kept expanding it trying to save his own image. Perhaps for all these reasons.

Mueller is ONE of MANY DEMONRATS who have to worry about staying out of jail. Mueller was one of the players who helped block the prosecution of corrupt Hillary as an FBI informant had proof Hillary was taking bribes from the Russians.
If Mueller is arrested, Hillary will be arrested as will the Pedophile Podesta brothers, as will Hillary's "staff". Where will all of this end? At the welcome mat of Hussein Obama.
The RATS have to keep Mueller in play, or else even the morons who voted for Hillary will start to see who the useful idiots really are.

Standards of evidence are indeed fluid when it comes to the Left.
I’ve heard, as indeed you yourself may have, that one will talk/write that the lack of convictions proves how scandal free that Democrats are and so they will say, for example, with glassy eyed honesty that the Obama Administration was scandal free.
But this standard of evidence is one that not even criminal courts could apply for if you must have convictions first before there is acceptable evidence you will consider then there could never be any trials at all.
So the Left has marvelous defenses against all allegations or charges of corruption and wrong doing, for if they’ve ever been able to get over something it becomes both not a scandal and old news, and we’re just petty and partisan to ever bring it up again. Moreover, like proverbial frogs in frying pans, this get over something and then it’s not bad phenomenon let’s them also accommodate things just a bit worse than what they’d previously gotten over, so that over time the only things that they might admit are wrong if done by Democrats are things so utterly horrific that they disabuse them all at once. Otherwise the fire keeps turning hotter and hotter underneath them but like Sgt. Shultz they see nothing that upsets them.
Put simply: they disallow any evidences that can actually be given and now the proverbial wagons circle themselves.
This process, that of a slippery slope, is invisible to those tumbling down headfirst (if they knew they were tumbling they could resist). If you tell them they’ll dispute it. It’s like that marching band from Animal House: people with bad intent have siezed control of the narrative they listen to and redirected them into a sharp left turn down a dead end alley. Now they are all bunched up at the end, still trying to play as if they were back on the street where marching bands should be.
With nothing remaining of the old extreme Left that’s extreme to them anymore, and little ability to see wrongdoing by important Leftist, they are increasingly under the impression that everyone who never left the street are all far Right wingers, fascist in their minds, and so the seriousness of the charges (even patently obsurd charges like those that Tip O’Neil once brashly said they should consider because they were serious charges) has predictably been transformed into the serious need to bring charges.
We have, Trump especially on account of his beating Hillary, all been guilty of obstructing their Just-Us.
We must be made to pay for it dearly.
