Yes. He didn’t actually lease it to a private company, but he did issue 1 to 1.5B in bonds against the turnpike’s tolls.

Ok, thanks - didn’t know. Virtually the same as handing it over. I remember in New Jersey Cortisone tried to do the same crap with the Parkway and Turnpike...and to get the BIG CASH he needed to have the tolls drastically hiked, as in privatization rates. Thankfully most people in NJ use those highways, so he ran into a buzz-saw of opposition.
