This has only to do with the manner in which the electors are selected; it does not give the states the authority to tell the electors how to vote, or to allow the votes of the state electors to be overruled by the national popular vote.

It is a violation of the basic principles of representative, republican government and of American federalism.

This law is intended to render the electoral college meaningless by violating the will of the people in the respective states, and by effectively turning the presidential election into a national popular vote, in violation of the Constitution.
