They get states with 270+ EVs in the compact so it goes into effect
The states are forced to tell their voters that their votes will not determine the state's EVs but rather be lumped in with the national totals
The Presidential election is very close, perhaps within 50,000 votes
Several states have policies that they don't count conditional ballots and absentee ballots unless they are needed to determine a race. There are 60,000 ballots not being counted in states that aren't in the compact
What happens??? Do the compact states sue the states with the uncounted ballots to try and force them to be counted? By what right do they have to tell another state how to choose its electors
One compact state decides this constitutes an impasse and drops out
Now the compact EV total is below 270 so the compact no longer applies
But the compact states told their voters their votes wouldn't directly decide their EVs. A lot of people didn't vote for that reason and now they sue saying the state misrepresented how the votes would be used
Complete and utter chaos ensues
