Of course their test scores stink since over half the kids in the schools can’t read or speak English. That is the main reason so many schools in CA are considered failing or close to it.

Don't know how it turned out, but for political purposes, he was most likely provided with questions and answers that were dumbed down too. The essay portion must have been cribbed.
