I wondered that too but believe it’s because Sessions recused re Russia + election - so RR is acting in those regards ... But when retroactively tied back to 2005 Ukraine things, how + where does he derive that authority, it was Sessions’s authority that RR and the Mule thus breached.
There is always an ‘Acting’ AG. If the AG is unavailable for any reason whatsoever, the DAG or whoever else is next in line has full AG authority.

It was in the court proceeding. Since Sessions has recused, Rosenstein is the acting AG. The very perceptive judge asked (rheotically) why Rosenstein did not recused.
