I like your thoughts but I guarantee you if the pay and benefits were high enough those construction jobs would be filled.

Suppose they paid $200 an hour? Would there be any vacancies? Of course not.

Well keep going lower and you’ll find the correct wage when you get a decent number of qualified candidates. And that’s how capitalism actually works...not by importing slaves.

“Wait - so you mean if I work here I can’t collect welfare!? Well how is that fair?”

I was going to add “And a drug test!!?? That’s against my rights.” But of course that IS part of the free market of supply (of good workers) and demand. Although I guess even that is affected by the government. Pretty sure there isn’t any drug test to qualify for welfare.
