Probably there are many non-Muslims in KSA as part of the expat workforce. If they want the expertise, technology and labor they have to make it an attractive place to work. With the price of oil low they have to offer something besides salary. Who wants to work in a repressive environment with the religious police hassling you, and without any of the comforts of home when you can go somewhere much more tolerant like UAE, Oman, Bahrain, Qatar and even Kuwait and make the same money.
I think you’d be surprised at how many Christians there are in S.A., you have the vast majority of the service sector in S.A. and sundry other expats.
