My own personal take is that pence was in charge of the transition team which iirc in late 2016 was responsible for vetting all appointments in losing the cops personal ohysician. So why didn’t pence detect a problem with Pena back in late 2016? (Allowing for that no one can predict the future with 100% certainty)
She was a holdover from the 0bama White House, must have figured it was not a big deal being the doctors and staff are military.
