Every time I see an article about the USDA I become more convinced that most of the people who work there, and 100% of management, are f-—ed in the head.

OOPS! USDA should have been USFDA.
Of course my comment also applies to the USDA for the most part. The only caveat being that it’s possible only 90% of USDA managers are f-—ed in the head.
