I don’t know if the South really wants to pay for reunification ... moreover, I don’t think China would want that ... and they seem to be big players in this deal. Chinese defectors would have a pretty large border to cross ... I don’t think NK, SK, or China wants to deal with that.

The impression I get is that the Koreans in the South are fiercely nationalistic, and it is a matter of pride that there is a united Korea, regardless of the burden.
