This almost reads like the OIG is fustrated. Why else put out such a long list of crimes and say “Prosecution declined”? But then again, that is just what comey did.

They choose not to prosecute... So this would not be one of those.
Recall that McCabe was scheduled to retire but got fired a day or two right before his retirement date. So it does not appear to be him.
