My kid brother (only 18 months younger) was in the 20% of the guys who always got hit on by the girls. He used to say "I can have a lot of girlfriends, but I can only have one wife." He spent so much time looking for Miss Perfect (I could write a book about some of the great girls he passed over) that he was 50 years old before getting married. Fortunately, his chosen Mrs. still had enough time on her biological clock for one.
I was attempting to subtly imply that, in fact, the govt. would be paying for it.
This is already the case in at least one W. European country. Invalid male shut-ins get a "comfort woman" sent to them. The govt. picks up the tab.

90% of the girls are oogled (though perhaps not conspicuously) by 90% of the boys.
20% of the girls (and not necessarily the prettiest ones!) are quite aware of the fact that they are being oogled. In fact, they probably get obvious come-ons (more attention; special treatment; smiles; requests for dates; sometimes even harassment) on a weekly basis. They know that they are pretty and, depending upon how savvy they are, they may even use this to their advantage.
The other 70% of the girls are being pined for, admired from afar, etc. but might not be aware of it. Only about 10% of the girls will genuinely be ignored - but even they could garner a boyfriend if they only lowered their standards a little or - heaven forbid! - took a little initiative themselves.

My one quibble with your assessment is the part that even the 10% could find someone if they took the initiative. The problem becomes that after years of being ignored and being made to feel unattractive, it becomes almost impossible to garner enough self confidence to make a first move. You think if guys arent interested in you in the first place, surely you would be rejected if you tried. I mean it does take confidence to do that and I can tell you that if you are in that bottom 10-20% you never get that confidence. I know I never would have.
