If a minority has no i.d., he or she cannot gain ANY benefits let alone do much of anything else all of us take for granted. I find it hard to believe ANYONE does not have an i.d. This absolutely does not solve the very dangerous problem of a-hole states passing out Drivers Licenses to illegals.
