EMP is electromagnetic pulse which is usually associated with nuclear explosions., however there are other ways to technically simulate it explosively. EMP happens once then it is over until the next device is detonated.
Jamming is different. Jamming is continuous. Sort of like listening to a radio program and suddenly being hit by so much static you cannot hear the program. Jammers are usually mobile units mounted on specialized trucks, but there are also ones in specialized planes.
F-35 might be immune to jamming technics used now, but there are always changes in a threat environment. So that can change. Drones and AC-130s are likely more susceptible to Russian jamming - an area the Russians excel in and an easier tech to crack. They are working their way up the scale so to speak.
In a shooting war, the GPS satellites would be the first to go, leaving position to map reading and direction finding skills with a compass. The US Navy is now practicing with sextants just in case.
