Essentially Kim vowed to "suspend" his NUKE/ICBM project. He also said that their nuke and ICBM development are complete. Yep. I picked up on that as well. That doesn't sound like someone giving up nukes. It sounds like someone saying - mission accomplished - my nukes are developed and tested ... so ... now ... where's my money?
Less savvy people are jumping WAY ahead.
