This is designed to be an excuse to not answer any questions about the Obama Administration, the DOJ, FBI. NSA, CIA, Clinton Foundation, DNC, hacked emails, FISA warrants, etc......in the upcoming mid term election media spin cycle.
But it will produce the opposite.
A law suit will talk about all that, and not in a good way if President Trump has a good lawyer.
