I am not aware of any instances where failure was punished - it’s not their MO. Only people who were disloyal or were threats were retaliated against. Even then, it’s been against the persons themslelves.

Nursing homes are extremely overfilled and understaffed.

Yes, this makes sense. The facility was worried about being sued for negligence - especially since he is the father of a VIP who has the resources to sue them.
That's my take. I'm betting there are hundreds, perhaps thousands, of these deaths every year due to negligence.
