A revenue-neutral tax is an oxymoron.

Taxes seldom stay revenue-neutral even if they’re sold to be that in the first place.

Just how stupid do they think we are?

A tax raised revenue. If there is also implemented a corresponding tax elimination of rate decrease of some other tax then the two taxes would be revenue neutral if their net revenue is 0.
