I seriously doubt they would still be calling it a suspected chemical attack if they had proof.
Rebels would attack their own stronghold or make claims that it happened if they could get away with blaming Assad, thus keeping the US there supporting the traitors to their own nation. The US is there, in a sovereign nation, illegally.
