Perhaps under normal operations, but sessions has recused himself from all things that appertain unto his actual job, so won't Horowitz be effectively reporting directly to weasel rosenstein?

Even if Congress refers crimes found in the IG report to DOJ, they'll still go to rr and hence into the vast circle file into which all dem illegalities go.

Good point. Sessions recusal concerning the campaign and Russia could seem to make RR the Acting AG concerning those topics even if coming from the DOJ OIG, although it should be noted that discipline or charges from IG reports are the responsibility of the Office of Professional Responsibility or a US Attorney anyway.
