They are. You can fly into partner countries and enter CZ. He was in Europe in 2016, the dates don't match the timeline of what was in the dossier[Aug right?]. I don't believe lawyers, nor .gov. So it's a flip of the coin. Buzzfeed looked into this a while back.
If they're part of Shenghen and Cohen was in Europe in 2016 then the stamps in his passport (Germany and US) will show the timeline.
