Biggest "gotcha" for me in this report:

We concluded that McCabe’s decision to confirm the existence of the CF Investigation through an anonymously sourced quote in the WSJ, recounting the content of a telephone conversation between him and a Department official, served only to advance McCabe’s personal interests and not the public interest, as required by FBI policy.

Yes, you are correct, that is the key to this report. But it's worse than that, McCabe's personal interests were to cover up the fact that he actively spiked and sabotaged the Clinton Foundation investigation. Hence his leak to the WSJ reporter pretending that he was defending the CF investigation against DoJ who wanted to spike it. He lied to everyone in his role and about his role as Hillary's cabana boy.
