Just awful. I have heard horror stories about what it was like flying soviet commercial aviation back in the Cold War. Don’t know if it has improved.

Soviet military aircraft were usually of a higher order of reliability than civilian equipment. The IL-76 has been used around the world by a lot of countries.

That said, it could be that there was bad maintenance; or, maybe
somebody fired a hand-held missile at it...

In these countries with those type of aircraft, the real question that should be asked is, who of importance was on the ill-fated aircraft? Regimes, especially Arab regimes can take down an entire plane in order to eliminate a single General for example who might pose a threat to the ruling regime.
