Since its inception, the welfare system has grown into a large bureaucracy that might be susceptible to measuring success by how many people are enrolled in a program rather than by how many have moved from poverty into financial independence.

Any California realtors on FR reading this?
Someone told me last night that California Legislature passed a new law that includes an EXIT TAX for any business leaving California. She mentioned a ‘value ‘ of $6 million, but that isn’t very high.
Has California actually done this?
How do they expect to enforce it?
